Microsoft 365 Copilot is an AI assistant built into Word, Excel, PowerPoint, Outlook, Teams, and OneNote that uses GPT-4 (and its successors) to answer questions and generate content - drawing on your organization's data through Microsoft Graph (emails, SharePoint/OneDrive files, Teams chats, calendars, and contacts).

That integration with your own data is what sets it apart from a standalone ChatGPT: Copilot can summarize a week's worth of a Teams conversation, draft a sales proposal based on past client engagements stored in SharePoint, or analyze a 12,000-row Excel workbook in plain language.

What Copilot does well, and what it does poorly

Understanding Copilot's strengths and limits heads off 80% of the frustration.

• Excels at: meeting recaps, email drafts, basic Excel analysis, slide generation, and cross-cutting search across your SharePoint data.
• Strong at: sales writing (when you supply examples), summarizing long emails, and structured brainstorming.
• So-so at: complex calculations, fine-grained financial modelling, and nuanced technical FR-EN translation.
• Avoid for: critical factual information without validation (risk of hallucination), siloed-but-not-walled-off HR/finance data, and decision-making with no human in the loop.

The blanket-deployment trap

The most common mistake among Québec SMBs in 2024-2025: buying 80 Copilot licences at once, handing them out to everyone, and waiting for results. According to Gartner and our own measurements, that model yields less than 30% adoption at six months and a lingering sense that the investment was wasted.

The model that works - the one described in this white paper - is to start with 20 to 50 targeted users on 2 to 4 measurable use cases, measure for 8 to 12 weeks, adjust, and then scale.

Prerequisite 1 - Licences and identities

Microsoft 365 Copilot requires an eligible base plan: Microsoft 365 E3/E5, Microsoft 365 Business Basic/Standard/Premium, or Office 365 E1/E3/E5 (plus Frontline F1/F3 and education A1-A5 plans). The Copilot licence is an add-on at USD 30/user/month on an annual commitment for enterprise plans, or USD 21/month for Copilot Business (SMB plans, ~USD 18 on promotion through March 2026). The user needs a synchronized Entra ID identity and an active Exchange Online mailbox.

• Confirm the user has an active Exchange Online licence (not just on-premises Exchange).
• Enable Microsoft Graph and turn off any policies that restrict Graph access.
• Keep Azure AD Connect synchronization current in a hybrid environment.

Prerequisite 2 - SharePoint and OneDrive data hygiene

This is the most underestimated and most critical prerequisite. Copilot can reach anything the user is allowed to see - including content that has been oversharing for years. Without an oversharing audit up front, Copilot becomes an oversharing detector: a salesperson who asks "draft me an analysis of the 2024 HR budgets" may get a perfectly good answer… because the file had been shared with everyone by mistake for the past 18 months.

The oversharing audit covers: reviewing "Everyone" and "All employees" permissions on SharePoint, flagging sites that are open to all with no active owner, identifying sensitive OneDrive files shared via anonymous links, and cleaning up stale external permissions.

Prerequisite 3 - Purview Sensitivity Labels governance

Purview Sensitivity Labels govern what Copilot is allowed to surface. A document tagged "Confidential - HR" is filtered differently than one tagged "Public." With no labels in place, Copilot has undifferentiated access to everything - including data that could run afoul of Law 25 (section 12.1 on automated decisions and AI).

Minimum starting point: 3 to 5 labels (Public, Internal, Confidential, Strictly Confidential - HR/Finance), applied to your sensitive SharePoint libraries before any Copilot pilot.

Prerequisite 4 - Conditional Access and MFA

Copilot acts with the user's identity. If that identity is compromised, Copilot becomes an attack accelerator (an attacker can have a confidential summary generated in 10 seconds). MFA mandatory for everyone, and Conditional Access with geo-blocking for Copilot accounts - non-negotiable.
